Metode și tehnici de evaluare economică a resurselor forestiere din Republica Moldova (în baza datelor statistice ale Agenției ”MOLDSILVA”)

Abstract

Teza include: introducere, trei capitole, concluziile generale şi recomandări, bibliografia din 105 de titluri, 79 pagini de text de bază, respectiv, 22 anexe, 14 figuri, 13 tabele şi 24 formule. Scopul şi obiectivele lucrării constau în aprofundarea şi dezvoltarea principiilor teoretice, metodologice şi aplicative de instrumentare faţă de evaluarea economică complexă a resurselor forestiere din Republica Moldova, reieşind din caracterul limitat al acestora şi în condiţiile economiei de piaţă. Noutatea şi originalitatea ştiinţifică a tezei rezidă în complementarizarea viziunilor asupra conceptului de resursă forestieră ca obiect al evaluării economice, stabilirii indicatorilor şi criteriilor care caracterizează valoarea economică a pădurii; concretizarea clasificării funcţiilor pădurii, cu evidenţierea funcţiilor economice, sociale şi ecologice; conturarea şi argumentarea metodelor propuse în determinarea valorii economice totale a pădurii, introducerea coeficientului de ”protecţie”, drept element prioritar al funcţiei pădurii de protecţie a mediului; analiza metodelor de estimare a valorii complexe şi a componentelor pădurii, gradului de estimare şi valorificare a resurselor forestiere gestionate, nivelul de reflectare a valorii economice indirecte, valorii de conservare şi intrinsecă în politicile de administrare şi exploatare în domeniul cercetat; justificarea acţiunilor ce vizează efectuarea lucrărilor de extindere a terenurilor acoperite cu vegetaţie forestieră pe teritoriul Republicii Moldova; necesitatea certificării managementului forestier în concordanţă cu standardul FSC şi implementarea unui sistem informatic integrat de raportări în cadrul Agenţiei ”Moldsilva”. Problema ştiinţifică importantă soluţionată. A fost delimitat și dezvoltat instrumentarul metodologic al conceptului Valorii Economice Totale, estimată valoarea bunurilor de utilitate privată și al serviciilor ecosistemice și protective ale pădurii, remodelat sistemul ecologico-economic spre nivelul unei interacţiuni optime între Om şi Pădure. Semnificaţia teoretică. Teza se impune printr-un instrumentar teoretic şi metodologic dezvoltat ce vizează domeniul managementului şi economiei forestiere, precum şi problemele privind evaluarea economică complexă a resurselor forestiere din Republica Moldova. Valoarea aplicativă a lucrării rezidă în importanţa materialelor consultate, expuse şi valorificate în teză, cât şi în contribuţia proprie a autorului, propuse spre utilizate de către Guvernul RM, Ministerul Agriculturii, Dezvoltării Regionale și Mediului, Agenţia ”Moldsilva” şi entităţile silvice subordonate acesteia, specialiştii, experţii şi analiştii, cadrele didactice şi cercetătorii în domeniul de investigaţie ştiinţifică.

The structure of the thesis includes: introduction, three chapters, general conclusions and recommendations, bibliography from 105 titles, 79 main text pages, and 22 annexes, 14 figures, 13 tables and 27 formulas. The purpose and objectives of research are focused on developing the principles of theoretical, methodological aspects applied to investigating the overall economic assessment of forest resources managed by the "Moldsilva", having a limited aspect on the market economy. Scientific innovation and originality of work resides in elaboration of methodical –scientific recommendations for the economical evaluation of the forest indicators in this way the preventive evaluation is proceeded accordingly which allows for forestry recourses usage to be considered just the option of wood material and non wood material and also the social option of the environment protection which has a major importance in the conditions of slow regeneration of the forest; consists of methodical recommendations elaboration in order to apply the criteria of forest recourses evaluation, in order to justify the actions regarding land extensions with forestry vegetation on the territory of Republic of Moldova; identifying the harmful effects of industry toxin emissions, transport and common households and determining the capacity volume of the forest to impound CO2 and oxygen emission; the necessity and the opportunity of enhancing an integrated information system enclosed in reporting data of „Moldsilva” Agency. The important scientific problem solved in the thesis. It was defined and developed the methodological tool of the Total Economical value concept, identified the value of goods for private use and ecosystem services also the protective ones of the forest, readapted the economic ecologic system toward the best level of interaction of Human and Forest. Theoretical significance and practical value: the work imposes a theoretical and methodological tools developed which relate to the management and forest economy and the problems issued to full economic assessment of forest resources managed by the "Moldsilva Agency". The applicative value of thesis: importance research consist in found materials exposed and used via author's initiative, which can be applied by the Government of RM, Ministry of the Environment Agency "Moldsilva" subordinate entities forestry specialists, experts and analysts, teachers and researchers in the field of scientific investigation.
