Abstract

The Universal Declaration of Human Rights is considered essential and relevant in shaping the actions to be taken by a state during a pandemic. The Declaration is valid both in the emergency situation in public health and for improving people’s quality of life and livelihoods. The vulnerability of a person, special status groups or even an entire country becomes a bioethical concern, because they are permanently exposed to a risk: harm, exploitation, limited resources, limited autonomy, etc., and all these actions are reprehensible and morally wrong.
