Executarea lucrărilor cadastrale de delimitare a terenurilor proprietate publică, satul Naslavcea, raionul Ocnița

Abstract

Scopul principal al delimitării terenurilor proprietate publică este de a determina limite clare, apartenența și domeniul de utilizare a terenurilor delimitate pentru înregistrarea ulterioară a drepturilor asupra acestora în registrul bunurilor imobile.

Această teză de licență conține 127 de pagini, include cinci capitole, 6 tabele, 1 figură, 21 de imagini și 10 anexe.

Primul capitol al tezei descrie conceptele de bază și cadrul legislativ delimitării terenurilor proprietate publică.

Al doilea capitol al tezei descrie metodele existente de executare lucrărilor cadastrale de delimitare terenurilor proprietate publică, procesul de efectuare a inventarierii bunurilor imobile proprietate publică, precum și identificarea organelor direct implicate în proces.

Al treilea capitol descrie procesul de efectuare a lucrărilor cadastrale de delimitare terenurilor proprietate publică pe teritoriul satului Naslavcea, începând cu strângerea documentelor necesare și terminând cu înregistrarea terenurilor delimitate în registrul bunurilor imobile, și include: identificarea terenurilor supuse delimitării după apartenența și pe domenii; formarea poligoanelor în softul specializat, întocmirea planului de contur și a listelor terenurilor delimitate, coordonarea și aprobarea documentelor, întocmirea procesului-verbal ședinței comisiei de delimitare și întocmirea planului geometric al UAT Naslavcea, precum și înregistrarea terenurilor delimitate.

Al patrulea capitol a descris analiza economică a lucrărilor de delimitare terenurilor proprietate publică, și anume avantajele și dezavantajele acestui tip de lucrări cadastrale și calculul tarifului pentru delimitarea a unui teren, care include costurile salariale, amortizarea imobilizari corporale si necorporale si alte cheltuieli.

Al cincilea capitol a descris condițiile de muncă și organizarea locului de muncă la efectuarea lucrărilor cadastrale de delimitare în condiții de birou, precum și factorii și activitățile care afectează securitatea și sănătatea muncii lucrătorilor.

Основной целью разграничения участков публичной собственности является определение четких границ, принадлежности и сферы использования разграниченных участков для дальнейшей регистрации прав на них в регистре недвижимого имущества.

Данная дипломная работа содержит 127 страниц, включает пять разделов, 6 таблиц, 1 фигуру, 21 изображение и 10 приложений.

В первой главе дипломной работы описаны основные понятия и законодательная база разграничения участков публичной собственности.

Во второй главе дипломной работы описаны существующие методы проведения кадастровых работ по разграничению участков публичной собственности, а также процесс проведения инвентаризации участков публичной собственности, а также определение органов, непосредственно участвующих в процессе.

В третьей главе, описан сам процесс выполнения кадастровых работ по разграничению участков публичной собственности на территории села Наславча, начиная со сбора необходимых документов и заканчивая регистрацией разграниченных участков в регистре недвижимого имущества, а именно подготовительный этап; выявление участков, подлежащих разграничению;

формирование полигонов в специализированном программном обеспечении, составление контурного плана и списков разграниченного недвижимого имущества, согласование документов, составление протокола и геометрического плана населенного пункта, составление отчета о выполненных работах, а также регистрация разграниченных участков.

В четвертой главе был описан маркетинговый и экономический анализ работ по разграничению участков публичной собственности, а именно преимущества и недочеты данного типа работ, необходимые трудозатраты, расчет тарифа на выполнение разграничения одного участка, который включает затраты на заработную плату, амортизацию материальных и нематериальных активов и другие расходы.

В пятой главе были описаны условия труда и организация рабочего места при выполнении кадастровых работ по разграничению в камеральных условиях, а также факторы и мероприятия, влияющее на безопасность и гигиену труда работника.

The main purpose of delimiting areas of public property is to determine clear boundaries, ownership and scope of use of delimited areas for further registration of rights to them in the real estate register.

This thesis contains 127 pages, includes five sections, 6 tables, 1 figure, 21 images and 10 applications.

The first chapter of the thesis describes the basic concepts and legislative framework for the delimitation of public property plots.

The second chapter outlines the existing methods for conducting cadastral works for the delimitation of public property plots, the process of inventorying public property plots, and the identification of the authorities directly involved in the process.

The third chapter describes the actual process of performing cadastral works for the delimitation of public property plots in the territory of Naslavcha village, starting with the collection of necessary documents and ending with the registration of the delimited plots in the real estate register. This includes the preparatory stage; identification of plots to be delimited; formation of polygons in specialized software; preparation of the contour plan and lists of delimited real estate; document approval; compilation of the protocol and geometric plan of the settlement; preparation of the report on the performed works; and registration of the delimited plots.

The fourth chapter provides a marketing and economic analysis of the works on the delimitation of public property plots, detailing the advantages and shortcomings of this type of work, necessary labor costs, and the calculation of the tariff for the delimitation of a single plot, which includes costs for wages, amortization of material and intangible assets, and other expenses.

The fifth chapter describes the working conditions and organization of the workplace during cadastral works for delimitation in office conditions, as well as the factors and measures affecting the safety and hygiene of workers.
