Abstract:
The notion of the relative performance index is defined on the bases of the notions of standard, reference standard and performance index. The evolution correlation for the indexes of the institution in time is described by a matrix function. In addition the methodology of estimation of the influence of the administrative structure to the scientific units substructures (laboratory, section, scientific group) is elaborated on the basis of the fundamental properties of the matrix function. A common index for all type of publications is defined.
