Abstract:
A set of four proactive measures is proposed by the author in order to contribute to a substantial reform of educational system. The wide participation of international partners and experts is seen as a must in actual conditions. Is underlined that is not enough to put the accent only on key competences of students without asking from teachers the possession of basic competences. The author enumerates 12 basic competences of pedagogues which could be used for several purposes: assessment of teachers’ work, periodical evaluation of teachers or planning of the system of initial formation of future teachers in universities. In the paper is shown that these twelve competences could serve as indicators in order to quantify the work of teachers. Also, in the context of European integration, the paradigm of foreign languages learning in pedagogical universities or departments should be changed radically. Finally, a set of measures targeting the inclusion of moldovan teachers into various international professional circuits is proposed.
