Modernizarea sistemelor de alimentare centralizată cu căldură - o prioritate fundamentală

Abstract

În lucrare este evidenţiată preocuparea generală cu privire la starea sistemelor existente de alimentare centralizată cu energie termică şi eficienţa acestora. Se subliniază că eficienţa energetică este cea mai ieftină resursă energetică, cea mai puţin poluantă, cea mai uşor disponibilă; economia ţării este una din cele mai energointensive din regiune; progresele in domeniul conservării energiei sunt neglijabile - totul se limitează la declaraţii şi proiecte demonstrative, fără efecte practice semnificative. In lucrare este conturat un şir de recomandări ce privesc reglementarea serviciului de alimentare centralizată din mun. Chişinău de către Agenţia Naţională de Reglementare in Energetică, eliminarea graduală a tuturor formelor de subvenţionare a energiei, necesitatea unui sistem naţional unitar de asistenţă socială pentru energie şi combustibil, promovarea auditului energetic obligatoriu şi certificarea clădirilor şi altele.

The paper emphasizes the general preoccupation concerning the state of the existing centralized district heat supply systems and their effectiveness. It has been stated that energy savings are the cheapest, less pollutant and available energy resource; the national economy is one of the most energy intensive in the region. The progress in the area of energy conservation is negligibly small; there are only good intensions and pilot projects without practical results. Paper outlines some recommendations with regard to the need of the state regulation of the centralized district heating system in mun. Chisinau, gradual elimination of all kind of energy subsidies, need for implementation of a unique national social protection system for fuel end energy, implementation of mandatory buildings energy audit and buildings energy certification etc.

Dans l’étude est evidenciée la préoccupation générale concernant les systèmes d’alimentation centralisée avec énergie thermique existantes et leur efficacité. On mentionne que l’efficience énergétique est la moins chère ressource énergétique, la moins polluée, la plus disponible; l’économie du pays est une des plus énergo-intensive de la région; les progrès dans le domaine de la préservation de l’énergie sont négligeables- tout est limité aux déclarations et aux projets démonstratifs, sans effets pratiques significatifs. Dans le travail on met sous évidence une série de recommandations vu la réglementation du service d’alimentation centralisée du mun. de Chisinau par l’Agence Nationale pour la Réglementation en Energétique, la liquidation graduée de toutes les formes de subvention de l’énergie, la nécessité d’un système national unitaire d’assistance sociale pour l’énergie et le combustible, la promotion de l’audit énergétique obligatoire et la certification des bâtiments, et autres.

В работе отмечается всеобщая озабоченность относительно состояния существующих систем централизованного теплоснабжения и их эффективности. Подчеркивается, что энергоэффективность – самый дешевый энергоресурс, наименее загрязняющий окружающую среду, повсюду в наличии; экономика страны – одна из самых энергоинтенсивных в регионе; продвижение в области энергосбережения незначительное – всё сводится к декларациям и демонстрационным проектам, без существенных практических результатов. Сформулирован ряд рекомендации касающихся необходимости госрегулирования системы централизованного теплоснабжения мун. Кишинэу, постепенной ликвидации всех форм субсидирования энергии, необходимости внедрения единой системе социальной поддержки на топливо и энергию, проведения обязательного энергоаудита здании и их энергетической сертификации и др.
