dc.description.abstract The policies of the economic reforms have been carried out contradictory, inconsistent, fragmentary, anti-scientific. These policy have led to the distortions of economic relations and interests, to the deepening of the crisis, to the increase of vulnerability and social constraints. These problems have worsened the economic recession in the condition of the pandemic COVID-19 and transformed the economy into a vicious crisis. The article proposes a complex reform of all parts and structures of the economic system through the formation and functioning of an entrepreneurial government for the intensive and sustainable development of the free market economy with fair competition and stable socio- economic growth. en_US
