dc.description.abstract The activity of public authorities in the western space during the last two centuries had the characteristics of a classic bureaucracy. A number of principles of this model of organization of administrative structures gave it a sustainable character and allowed it to persist during this time, especially in conditions of relative stability. Lately, however, the activity of administrative structures is increasingly affected by different types of crises (economic, social, political, military, natural), which test the sustainability of the bureaucratic model. Thus, there is a need to review this model of organization of public structures, or to supplement it with a series of procedures, which would be useful in order to prepare the authorities for the new challenges. en_US
