Utilizarea tehnologiilor GIS open-source pentru actualizarea Registrului Statistic al Locuințelor din Republica Moldova

Abstract

Teza de master cu tema „Utilizarea tehnologiilor GIS open-source pentru actualizarea Registrului Statistic al Locuințelor din Republica Moldova” are ca obiectiv principal promovarea și implementarea tehnologiilor geoinformaționale în domeniul de activitate statistic din Republica Moldova. În cadrul lucrării s-a actualizat Registrul Statistic al Locuințelor pentru două sectoare de recensământ, de la Recensământul Populației și Locuințelor din anul 2014. Ambele sectoare sunt din raionul Ialoveni, unul în satul Pojăreni și altul în Mileștii Mici. Produsul a fost creat cu ajutorul aplicațiilor QGIS și QField.

Scopul tezei de master este de a promova tehnologiile geoinformaționale în domeniul de activitate statistic, și anume pentru actualizarea Registrului Statistic al Locuințelor pe baza datelor administrative, a imaginilor satelitare și a vizitării în teren a locațiilor.

Lucrarea este formată din trei capitole, cu un total de 70 de pagini, la elaborare lor au f ost utilizate 20 surse bibliografice.

În primul capitol sunt prezentate aspecte generale despre statistică, recensământ și organul central de statistică din Republica Moldova. Tot aici mai găsim informații despre sistemele de coordonate și de referință, proiecțiile cartografice adoptate în Republica Moldova, precum și Geoportalul INDS al Republicii Moldova.

Capitolul doi conține generalități despre SIG și despre softul geoinformațional open-source – QGIS. Pas cu pas sunt prezentate principalele etape de lucru ca: crearea și gestionarea unei baze de date SpatiaLite, digitizarea, modificarea elementelor și principalele instrumente de analiză a datelor.

În capitolul trei este prezentată partea aplicativă a lucrării. Aici sunt descrise amănunțit, toate etapele și procedeele de lucru pentru obținerea în final a produsului dorit.

Produsul obținut va servi pentru crearea Registrului Statistic al Locuințelor din Republica Moldova, care va fi gestionat de către Biroul Național de Statistică al Republicii Moldova. Registrul dat va sta la baza Recensământului Populației și Locuințelor din anul 2023. În baza lui vor fi create sectoarele de recensământ, iar populația recenzată va fi atașată de coordonatele geografice a locuinței.

Implementarea tehnologiilor geoinformaționale open-source se recomandă în domeniul de activitate statistic din Republica Moldova. Utilizarea lor va crește calitatea datelor colectate și diseminate, va reduce din colectivul antrenat în colectarea și monitorizarea datelor, ceea ce va permite scăderea costului lucrării statistice.

The thesis „The use of open-source GIS technologies for updating the statistical register of housing in the Republic of Moldova” has as main objective the promotion and implementation of geoinformation technologies in the field of statistical activity in the Republic of Moldova. The thesis updated the Statistical Register of Housing Unit for two census enumeration areas, from the 2014 Population and Housing Census. Both enumeration areas are f rom Ialoveni district, one in Pojareni village and another in Milestii Mici. The product was created using QGIS and QField applications.

The purpose of the master's thesis is to promote geoinformation technologies in the field of statistical activity, namely to update the Statistical Register of Housing based on administrative data, satellite images and field visits to locations.

The thesis consists of three chapters, with a total of 70 pages, 20 bibliographic sources were used in their elaboration.

The first chapter presents general aspects about statistics, census and the central statistical body of the Republic of Moldova. Also here we find information about the coordinate and reference systems and cartographic projections adopted in the Republic of Moldova, as well as the INDS Geoportal of the Republic of Moldova.

Chapter two contains general information about GIS and about open -source geoinformation software - QGIS. Step by step, the main work steps are presented, such as: creating and managing a SpatiaLite database; digitization, modification of elements and main data analysis tools.

The practical part of the paper is presented in Chapter Three. Here are described in detail, all the steps and working procedures for finally obtaining the desired product.

The obtained product will be used to create the Statistical Register of Housing in the Republic of Moldova, which will be managed by the National Bureau of Statistics of the Republic of Moldova. This register will be the basis of the Population and Housing Unit Census from 2023. Based on it, the census enumeration areas will be created, and the reviewed population will be attached to the geographical coordinates of the dwelling.

The implementation of open-source geoinformation technologies is recommended in the field of statistical activity in the Republic of Moldova. Their use will increase the quality of data collected and disseminated, will reduce the team involved in collecting and monitoring data, which will reduce the cost of statistical work.
