Utilizarea managementului strategic în sporirea eficienței e – guvernării în Republica Moldova

Abstract

Scopul tezei constă în implementarea managementului strategic cu eficientizarea activității

e – guvernării, pentru a face instituțiile publice mai performante, mai dinamice și mai aproape de nevoiile cetățenilor Republicii Moldova.

În conformitate cu scopul tezei au fost determinate următoarele obiective:

1. Analiza principiilor guvernării electronice;

2. Determinarea sarcinilor și priorităților;

3. Analiza serviciilor publice electronice;

4. Analiza programului strategic de modernizare;

4. Aplicarea managementului strategic pentru a spori eficiența e – guvernării la nivel național..

În teză au fost determinate rolul tehnologiilor informaționale pentru a îmbunătăți prestarea serviciilor publice și a spori eficiența activității guvernării, beneficiileaduse populației: acces direct și instantaneu; reducerea cozilor și a blocajelor; reducerea timpului procedurilor de rutină; rezolvare rapidă și interactivă; rolul managementului strategic în dezvoltarea guvernării electronice la nivel national; condițiile de perfecționare permanentă a serviciilor oferite și posibilitățile cetățenilor de a interacționa cu statul online într-o mare varietate de situații; pentru a face instituțiile publice mai performante, mai dinamice și mai aproape de nevoile cetățenilor.

The aim of the thesis is to implement strategic management with streamlining the activity e - government, in order to make public institutions more efficient, more dynamic and closer to the needs of the citizens of the Republic of Moldova.

In accordance with the purpose of the thesis, the following objectives were determined:

1. Analysis of the principles of e-government;

2. Determining tasks and priorities;

3. Analysis of electronic public services;

4. Analysis of the strategic modernization program;

4. Applying strategic management to increase the efficiency of e-government at national level. The thesis determined the role of information technologies to improve the provision of public services and increase the efficiency of government activity, the benefits to the population: direct and instant access; reduction of queues and blockages; reducing the time of routine procedures; fast and interactive solving; the role of strategic management in the development of e-government at national level; the conditions for continuous improvement of the services offered and the possibilities for citizens to interact with the state online in a wide variety of situations; to make public institutions more efficient, more dynamic and closer to the needs of citizens.
