Framework concept development of the management of the property with historical value located in the municipality of Chisinau

Abstract

Real estate management includes a multitude of tasks of different professional affiliation and often the real estate manager has to solve technical, economic, legal, organizational problems. In this article, through the lens of the systemic approach, the authors propose the framework concept of real estate management. The framework concept is developed for a distinct category of real estate, namely real estate with historical value. The authors examine only the category of real estate that is in a physical condition sufficient for use. The necessary information is systematized and the accessible sources of information are presented to develop individual management systems for concrete real estate located in the city. Chisinau. There has been presented the applicability of the interactive database (in the process of completion) developed within the Chisinau Institute Project "Chisinauproiect" in which the authors took part. Potential basic schemes for the development of immovable property of cultural value are examined according to the type of ownership (public or private). It is proposed to develop the monitoring system at the stage of evaluating the results of building management.

Managementul imobilului cuprinde o multitudine de sarcini de diferită apartenență profesională și adesea managerul imobiliar trebuie să soluționeze probleme de ordin tehnic, economic, juridic, organizațional. În prezentul articol, prin prisma abordării sistemice, autorii propun concepția cadru a managementului bunului imobil. Concepția cadru este dezvoltată pentru o categorie distinctă a bunurilor imobile, și anume pentru bunurile imobile cu valoare istorică. Autorii examinează doar categoria bunurilor imobilele care se află în stare fizică suficientă pentru utilizare. Este sistematizată informația necesară și prezentate sursele de informație accesibile pentru a elabora sisteme individuale de management a bunurilor imobile concrete amplasate în or. Chișinău. Este prezentată aplicativitatea bazei de date interactive (în proces de completare) elaborată în cadrul Institutului Municipal de Proiectări „Chișinăuproiect” la care autorii au luat parte. Sunt examinate scheme potențiale, de bază, de dezvoltare a bunurilor imobile cu valoare culturală în funcție de tipul de proprietate (publică sau privată). Este propusă dezvoltarea sistemului de monitorizare la etapa evaluării rezultatelor gestiunii imobilului.
