Abstract:
Historically, the first basic function of the registration process was and remains – the protection of land ownership rights. Thousands of years the protection of the right over land for is a problem that is still current to date, and the success of the development of society in the future is put in dependence on the level of protection of the right over the land (over real estate), that is, on its registration. Namely, by registering the rights as a component part of the cadastral process, the main problem (the main purpose, initially) of the cadastre is solved– the protection of the right over the land. Every landowner is interested in the right he holds to be guaranteed by reliable protection. Only under these conditions the owner will decide on a sustainable exploitation of the land belonging to him.
The general conceptual aspect of the process of cadastral registration of the right comes from: the protection of the right; economic development of the country; ecological protection of land resources, etc. Even the implementation of fiscal policy, an important part of the economy as a whole, is impossible without coordination with the content of the registration process.
Thus, without applying the process of massive registration of land rights, it is impossible to apply the fiscal policy based on the market value of the land (real estate), and the detailed knowledge of the registration process, the correct application of the registration methodology will allow us to solve a number of social, economical and ecological problems.
