Abstract

Lucrarea de master cu tema ”Sisteme de monitorizare a conformității produselor petroliere” cuprinde patru capitole, scrise pe 69 pagini.

În capitolul cu titlul ”Rolul și importanța petrolului, produselor petroliere pentru economia mondială”, este descrisă importanța petrolului și produselor petroliere pentru economia mondială, fiind cele mai importante surse de energie, alimentând sectoarele, ca transport, industrie și producția de electricitate. Ele sunt motor al creșterii economice, generând venituri și creștere economică, oferind locuri de muncă. Industria petrolieră a stimulat dezvoltarea tehnologică în domeniile extracției, rafinării și utilizării petrolului. Petrolul și produsele petroliere stau la baza economiei mondiale, dar implică și provocări legate de mediu și dezvoltare durabilă.

Capitolul cu titlul ”Sisteme de monitorizare și raportare a conformității produselor petroliere”, reflectă importanța implementării sistemelor de monitorizare și raportare a conformității produselor petroliere în asigurarea calității, siguranței produselor petroliere și conformității legale a acestora, contribuind la creșterea încrederii și sustenabilității, protecția consumatorilor, bunurilor și a mediului înconjurător.

În capitolul cu denumirea ”Studiu de caz – studierea procesului de monitorizare a conformității produselor petroliere pe piața din Republica Moldova”, reflectă studiul realizat care conturează importanța și complexitatea activităților de monitorizare și raportare a conformității în industria petrolieră, subliniind necesitatea unei abordări riguroase și integrate pentru asigurarea calității și siguranței produselor petroliere destinate consumatorilor. Tot odată acest studiu accentuează o serie de provocări, inclusiv lacune în implementarea legislației, resurse limitate pentru autoritățile de reglementare, lipsa de colaborare între diversele entități implicate și lipsa de conștientizare a importanței conformității în rândul participanților pieței produselor petroliere.

În capitolul cu titlul ”Sinteză privind funcționarea sistemului de monitorizare și raportare a calității benzinei și motorinei”, sunt sintetizate realizările Republicii Moldova în planul armonizării legislației cu aquis-ul comunitar al Uniunii Europene (UE) în domeniul produselor petroliere, implementarea sistemului de monitorizare a calității carburanților (fuel quality monitoring system FQMS), care are scop să asigure calitatea și conformitatea carburanților cu standardele europene relevante, privind calitatea carburanților. Republica Moldova pentru implementarea aquis-ului comunitar în domeniul produselor petroliere a realizat un șir de acțiuni, precum: adoptarea legislației relevante, adoptarea Standardelor de calitate, stabilirea instituției de supraveghere și control, mai puțin la realizarea monitorizării și raportarea conformității carburanților, cooperare și schimb de informații cu instituțiile relevante ale UE și cu alte state membre pentru a schimba informații și bune practici în domeniul calității produselor petroliere și pentru a asigura o implementare eficientă a aquis-ului comunitar.

In the chapter titled "The role and importance of oil, petroleum products for the world economy", the importance of oil and petroleum products for the world economy is described, being the most important sources of energy, feeding sectors such as transport, industry and electricity production. They are the engine of economic growth, generating income and economic growth, providing jobs. The oil industry has stimulated technological development in the fields of oil extraction, refining and utilization. Oil and oil products are the backbone of the world economy, but they also involve environmental and sustainable development challenges.

The chapter with the title "Oil products compliance monitoring and reporting systems", reflects the importance of the implementation of petroleum products compliance monitoring and reporting systems in ensuring the quality, safety of petroleum products and their legal compliance, contributing to increasing trust and sustainability, consumer protection, goods and the environment.

In the chapter entitled "Case study - studying the process of monitoring the compliance of petroleum products on the market of the Republic of Moldova", reflects the study that outlines the importance and complexity of compliance monitoring and reporting activities in the petroleum industry, emphasizing the need for a rigorous and integrated approach to ensure the quality and safety of petroleum products intended for consumers. At the same time, this study highlights a number of challenges, including gaps in the implementation of legislation, limited resources for regulatory authorities, lack of collaboration between the various entities involved, and lack of awareness of the importance of compliance among petroleum market participants.

In the chapter entitled "Synthesis regarding the operation of the system for monitoring and reporting the quality of gasoline and diesel", the achievements of the Republic of Moldova in the plan of harmonizing the legislation with the Community acquis of the European Union (EU) in the field of petroleum products, the implementation of the monitoring system of fuel quality monitoring system (FQMS), which aims to ensure the quality and compliance of fuels with the relevant European standards regarding fuel quality. The The Republic of Moldova for the implementation of the community acquis in the field of petroleum products has carried out a series of actions, such as: the adoption of the relevant legislation, the adoption of Quality Standards, the establishment of the institution of supervision and control, less in the implementation of monitoring and reporting of fuel compliance, cooperation and exchange of information with the relevant EU institutions and other member states to exchange information and best practices in the field of the quality of petroleum products and to ensure an effective implementation of the Community acquis.
