Executarea lucrărilor cadastrale la nivel de clădiri și încăperi izolate, municipiul Chișinău

Abstract

Scopul acestei lucrării este executarea lucrărilor cadastrale unei case de locuit individuale și o încăpere izolată, municipiul Chișinău.

În capitolul unu s-a relatat despre cadrul teoretic a lucrărilor cadastrale la nivel de clădiri și încăperi izolate care conține: noțiuni, obiecte și clasificări despre baza teoretică a lucrărilor, structura cadastrului în Republica Moldova, principiile de creare a cadastrului bunurilor imobile, cadrul legislativ de creare a cadastrului, structura instituțională a cadastrului. De asemenea în acest capitol este descris rolul cadastrului și clasificările acestuia. Nemijlocit s-a menționat și despre bunurile imobile care sunt partea principală a cadastrului, datorită căror bunurilor se introduc în sistemul de evidență, impozitare și crearea bazei de date.

Capitolul doi este bazat pe metodele de executare a lucrărilor cadastrale, adică teoria din capitolul unu, se aplică în metodele enumerate. Aplicarea sofware-uri de specialitate este inclus nemijlocit în procesul de lucru, împreună cu documentația cadastrală care se elaborează inclusiv cu utilizarea sofware-uri și deja și utilajul geodezic.

Capitolul trei este elaborat pe baza studiul de caz și activității practice. Unde s-a descris minuțios ce este o lucrare cadastrală, și s-a axat pe obiectul de studiu care a fost o casă de locuit individuală din sectorul Buiucani și o încăpere izolată din sectorul Botanica, ambele în municipiului Chișinău. Tot în acest capitol am pus în aplicare software-uri Inventory și MapInfo cu ajutorul cărora am elaborat planurile de nivel și planul geometric. Crearea raportului tehnic, partea componentă a lucrărilor cadastrale care s-a descris în capitolul trei și desfășurată cu mai multe detalii în anexe. Documentația cadastrală întocmită servește drept suport teoretic în capitolul dat.

În capitolul patru s-a executat partea economică a lucrărilor cadastrale, de o importanță mărită. În acest capitol s-a relatat despre studiul economic a obiectelor ce prezintă interes, precum: descrierea consumatorilor direcți și indirecți, analiza SWOT a lucrărilor cadastrale unde a fost utilizat receptorul GPS, stabilirea normei de timp, calcularea tarifului și salariului, toate aceste elemente formează partea economică a unei lucrări.

Capitolul cinci este bazat pe sănătatea și securitatea în muncă pe parcursul lucrărilor cadastrale, un domeniu ce stă la baza lucrărilor cadastrale. În acest capitol s-a descris riscurile profesionale ce pot parveni în timpul producerii, dar și măsurile de protecție pentru a preveni accidentele la locul de muncă.

In chapter one, it was reported about the theoretical framework of the cadastral works at the level of biuldings and isolated rooms, which contains: notions, objects and classifications about the theoretical basis of the works, the structure of the cadaster in the Republic of Moldova, the principles of creating the real estate cadaster, the legislative framework for creanting of the cadaster, the institutional structure of the cadaster. Also in this chapter is described the role of the cadaster and its classifications. Immediately it was mentioned about the immovable goods which are the main part of the cadaster, thanks to which the goods are entered into the system of records, taxation and the creation of the database.

Chapter two is based on the methods of performing cadastral works, that is, the theory from chapter one is applied in the listed methods. The application of specialized software is directly included in the work process, together with the cadastral documentation that is elaborated including the use of software and already the geodetic equipment.

Chapter three is developed based on the case study and practical activity. Where it was described in detail what a cadastral work is, and it focused on the object of study which was an individual residential house in the Buiucani sector and an isolated room in the Botanica sector, both in the municipality of Chisinau. Also in this chapter we implemented Inventory and MapInfo software with which we developed the level plans and the geometric plan. The creation of the technical report,the component part of the cadastral works that was described in chapter three and carried out with more details in the annexes. The prepared cadastral documentation serves as theoretical support in the given chapter.

In chapter four, the economic part of the cadastral works was perfomed, of increased importance. In this chapter, it was reported about the economic study of objects of interest, such as: the description of direct and indirect consumers, the SWOT analysis of the cadastral works where the GPS receiver was used, the establishment of the time norm, the calculation of the tariff and salary, all these elements form the economic part of a work.

Chapter five is based on occupational health and safety during cadastral works, an area that is the basis of cadastral works. In this chapter, the occupational risks that may arise during production, but also the protective measures to prevent accidents at work, were described.
