The legislative framework elaborates laws, policies and norms, and the managerial framework is based on medical services, evidence, etc. The Republic of Moldova as a developing country needs to have an institutional level in place which will deal with the assessment of national health technologies with a view to developing policies, implementing new medical technologies based on needs assessment and analyzing the cost effectiveness of technologies already existing.
